Explaining complex things in simple words: attacks on enemy territory, new military aid package, mercenary recruitment by russia

The Center for Strategic Communication and Information Security pursues efforts to provide a brief explanation to foreign audiences on the current topics of particular interest as regards Ukraine.   

ATTACKS ON ENEMY TERRITORY

The General Staff of the Armed Forces of Ukraine confirmed the strikes on traction power substations in the Kursk region.

When attacking enemy territory, Ukraine strictly adheres to international humanitarian law and agreements with partners regarding restrictions on the use of provided weapons.

Russian industry works for aggression against Ukraine and therefore is a legitimate military target. Ukraine is exercising its inalienable right to self-defence.

The damaged facilities ensured the functioning of the Russian railway, which transports weapons and military equipment to support the occupying army.

Ukraine's attacks on Russian oil sector enterprises are an effective addition to international sanctions and contribute to approaching

peace.

It is also a fair response to the Russian missile terror against the Ukrainian energy industry.

NEW MILITARY AID PACKAGE

The U.S. Department of Defence has published a list of weapons that should be transferred to Ukraine as part of the next package of military aid in the amount of $200 million, as well as a defence order for $1.5 billion.

A $200 million military aid package will be provided through presidential drawdown authority and will arrive in Ukraine quickly and directly from the U.S. army storages.

$1.5 billion in aid is allocated within the framework of the Ukraine Security Assistance Initiative (USAI), which provides for the conclusion of long-term contracts with arms manufacturers.

The aid includes munitions for air defence, in particular, NASAMS, short-and medium-range munitions, and RIM-7 missiles.

Also listed as munitions are rockets for HIMARS, 155mm and 105mm artillery shells, 120mm mortar rounds, high-yield aircraft munitions, optically guided (TOW) missiles, Javelin and AT-4 anti-tank systems, small arms, explosives, etc.

This is already the twentieth USAl package from the Biden administration and the sixty-second tranche of equipment that will be provided to Ukraine from the U.S. Department of Defence stockpile since August 2021.

MERCENARY RECRUITMENT BY RUSSIA

In Russia, there is already a shortage of people willing to fight and die for unknown reasons in Ukraine. Regular increases in payments to the occupiers do not help to encourage them.

Therefore, the Russian authorities illegally encourage the recruitment of labour migrants from other countries. Hundreds of them died, were maimed, or were captured by Ukrainians.

Russia takes advantage of the vulnerable, dependent position of migrants, blackmailing them by restricting their rights and freedoms, forcing them to sign contracts to participate in the war against Ukraine.

Several countries, including India, have already called on Russia to stop the shameful practice of involving their citizens in foreign war.

Instead of participating in global efforts to end poverty and hunger, Russia uses these problems to strengthen its own capabilities to wage aggressive wars.
