Directorates for reforms to be created in each Ukrainian ministry

The Government of Ukraine changes the approach to the formation and implementation of reforms and creates separate directorates for this purpose.

"We are finally heading towards separating the formation and implementation of policy at the level of ministries. The policymakers will be reform experts, with a salary slightly bigger than average, but with a very clear area of responsibility and requirements for how they shape this policy," Minister of the Cabinet of Ministers of Ukraine Dmytro Dubilet said at the meeting of the Verkhovna Rada Committee on Organization of State Authority, Local Self-Government, Regional Development and Urban Development on February 19, an Ukrinform correspondent reported.

Dubilet explained that the structural units in which the reform experts work are called directorates. Each ministry changes its staffing plan, and these directorates are created around a goal enshrined in the Government's action plan.

On September 30, 2019, the Government of Ukraine released its action plan setting out goals and priorities for the next five years.
