Zelensky signs law on energy efficiency

President of Ukraine Volodymyr Zelensky has signed the law "On Energy Efficiency", which was adopted by Parliament on October 21, 2021.

The main purpose of the law is to create new framework conditions to promote energy efficiency in all sectors of the economy, Ukrinform reports, referring to the State Agency on Energy Efficiency and Energy Saving.

In particular, the law lays the foundation for funding government energy efficiency programs. Thus, the final provisions of the law envisage that the draft law on the state budget of Ukraine for the relevant year projects expenditures on energy efficiency programs not less than 1% of the expenditure part of the budget. In addition, the Government will develop and approve state target programs for energy modernization of the housing stock, heat producing companies, water supply and sewerage enterprises.

The law also removes technical barriers that complicate the conclusion of ESCO contracts, and provides an assessment to the development of energy services. This mechanism attracts private investment in the modernization of budgetary institutions. The average annual savings on implemented ESCO projects totals 35%.
