Marchenko, USAID administrator discuss cooperation in monitoring use of intl financial aid

Finance Minister of Ukraine Sergii Marchenko and Administrator of the United States Agency for International Development (USAID) Samantha Power discussed the current financial situation in Ukraine.

At the meeting, the parties also discussed cooperation in ensuring transparency and accountability in the use of donor funding in Ukraine.

"We are grateful to the United States Agency for International Development for its long-term comprehensive cooperation, as well as for its systematic support of Ukraine since the beginning of the full-scale war. Since February 24, 2022, the Government of the United States of America, with the participation of USAID, has provided significant budgetary assistance to Ukraine to overcome the economic consequences of the war," said Marchenko.

It is noted that the parties noted the progress in cooperation on the control and monitoring of the use of international financial aid.

The Ministry of Finance, together with Deloitte Consulting, which implements the USAID SOERA project, monitors the use of direct budget support from the U.S. Government, and the audit company PriceWaterhouseCoopers Ukraine conducts an audit according to agreed procedures to ensure the transparency of the use of donor funds.

As reported, in 2022, Minister of Finance of Ukraine Sergii Marchenko, USAID Mission Director to Ukraine James Hope and USAID State-Owned Enterprise Reform Activity (SOERA) Chief of Party Craig R. VanDevelde signed a Memorandum of Understanding to develop cooperation between the Agency, the Ministry of Finance of Ukraine and Deloitte Consulting. The Memorandum provides for trilateral cooperation to optimize and strengthen the existing monitoring, transparency, verification and reporting systems of the Government of Ukraine used to manage all direct budget support from the U.S. Government.
