Zelensky signs law on BES reboot
The President signed the Law "On the Bureau of Economic Security of Ukraine" to improve the work of this agency.
The relevant information is posted in the card of Law No. 10439 on the website of the Verkhovna Rada, Ukrinform reports.
"Returned with the signature of the President of Ukraine," the document says.
The law introduces a de facto reboot of the BES. In particular, it provides for a phased certification of employees. First, the management of the central office and territorial departments will have to undergo it, followed by the rest of the bureau's employees.
Those employees who refuse to undergo the appraisal or fail to pass it are subject to dismissal.
Each appraisal committee will consist of persons appointed by the director, on the one hand, and international and foreign organisations, on the other.
The certification must be completed no later than 18 months after the appointment of the BES director under the new competitive procedure.
The competition commission for the election of the director will include persons appointed by the government and representatives of international and foreign organisations, who will have a casting vote.
The document provides for guarantees of independence of the BES director. At the same time, one of the grounds for his dismissal is the conclusion of the Commission for External Independent Evaluation (Audit) of the BES's performance on the inefficiency of the bureau's activities.
As Ukrinform reported, on 20 June, the Verkhovna Rada passed a law on rebooting the Bureau of Economic Security.
