
ARMA signs 10 asset management agreements in 2024
Last year the Ukrainian Asset Recovery and Management Agency (ARMA) signed 10 agreements with winning bidders on the management of seized assets. Another 14 agreements were signed beyond competition at the request of the Cabinet of Ministers of Ukraine.
The relevant statement was made by ARMA Head Olena Duma in a commentary to Ukrinform.
“Our 2024 report includes nine winning bidders that we signed asset management agreements with. One of them won two tenders, so there are 10 contracts in total. This means that these managers went through all possible procedures, transparent, as expected by society. In addition, another 14 agreements were concluded with managers who were selected at the request of the Cabinet of Ministers in a special order without a competition,” Duma told.
In her words, the competition-free selection of managers covered critical infrastructure entities, namely in the energy sector and defense industry.
“These are plants, industrial enterprises and factories that have received conclusions from the relevant central executive authorities, and their managers have been selected without competitive procedures,” Duma explained.
Meanwhile, about 30 asset management agreements were rebooted. They were valid until 2024 but did not contain provisions on mandatory guarantee payments to the budget. Now, they are implemented taking into account this requirement.
As emphasized by Duma, last year 89 agreements were signed with winning bidders on the assessment of assets, which precedes the competitive procedure for selecting a manager.
“I would like to note that, over eight years since ARMA was established, only 19 assessment agreements have been signed. In 2024, we announced 224 tenders to find an appraiser. This means that soon we will have more than 200 selected asset managers,” Duma added.
A reminder that ARMA selected a manager for the Trade Unions Building in downtown Kyiv. The winning bidder was KAMparitet Management Company Consortium.
