Russian fake: Ukrainians start receiving draft notices via Diia app
Propagandists fabricated a video, not taking into account important details
One of z-Telegram channels shared a video claiming that a man received a draft notice via the Diia app. In the video, he shows the draft notice on his phone. It allegedly says that the man needs to come to the district military commissariat of Kyiv at the address: 4, Saliutna str. The propaganda Telegram channel’s authors added that this was likely connected with the "deadly" mobilization in Ukraine.
This video is fake.
First, the electronic “draft notices" inform the citizen of the need to report to a military commissariat, but there are currently no such institutions in Ukraine. Since February 2022, military commissariats have been reorganized into territorial recruitment and social support centers.
Secondly, the electronic "draft notice" does not contain the information that should be in such a document. The propagandists did not indicate the position title of the head of the territorial center for recruitment and social support. A signature, initials and a wet seal are also missing. In addition, the draft notice must indicate the date of delivery and the time at which it is necessary to come.
The Ministry of Digital Transformation previously explained that there will be no draft notices in Diia, and that the integration of the Diia app with registers of territorial center for recruitment is not foreseen. In particular, Mstyslav Banik, the director of eServices Development Directorate at the Ministry of Digital Transformation, emphasized in a comment to NV: "As to military enlistment, data on conscripts are in the Oberih register, which belongs to the Ministry of Defense. This register has nothing to do with Diia, because Diia is not a register," he said.
