President enacts NSDC decision on impossibility of talks with Putin
The relevant decree, No.679/2022, was published on the website of the Head of State, Ukrinform reports.
“In accordance with Article 107 of the Constitution of Ukraine, to put into effect the decision of the National Security and Defense Council of Ukraine as of September 30, 2022 ‘Regarding Ukraine's actions in response to the Russian Federation's attempt to annex the territories of our state, with the aim of guaranteeing the security of the Euro-Atlantic area, Ukraine and restoring its territorial integrity,” the document reads.
The NSDC decision envisages the impossibility of holding negotiations with President of the Russian Federation Vladimir Putin. It also provides for the approval of a joint appeal of the President of Ukraine, the Chairman of the Verkhovna Rada of Ukraine and the Prime Minister of Ukraine to the North Atlantic Treaty Organization.
In addition, the Cabinet of Ministers has been charged with preparing proposals for a multi-level security guarantee system based on Ukraine's multilateral and bilateral agreements, which are aimed at bringing Ukraine's defense potential to a level that will ensure a guaranteed rebuff to the armed aggression of the Russian Federation, strengthening Ukraine's military support for building up its defense capabilities, promoting the development of the defense and industrial complex and significantly increasing the scale and volume of individual and joint training of Ukrainian service members.
In the conditions of escalation on the part of the Russian Federation, the Cabinet of Ministers has been tasked with ensuring the strengthening of defense capabilities by increasing the supply of military and technical assistance to Ukraine.
The decree enters into force from the day of its publication.
As reported, President Volodymyr Zelensky earlier said that Ukraine is ready for a dialogue with the Russian Federation, but only with another president.
