"The occupiers want to create a ‘grey zone’ on both sides of the Dnipro. They shell the occupied coast to force people to leave. The residents of the river 15km zone are intimidated into moving. Those who don't want are required to explain why they should stay at home," Serhii Khlan, a member of the Kherson Regional Council, posted on Facebook.
