Explaining complex things in simple words: U.S. senate vote, military command vision, use of Starlink by occupiers

The Center for Strategic Communication and Information Security pursues efforts to provide a brief explanation to foreign audiences on the current topics of particular interest as regards Ukraine.
U.S. SENATE VOTE
On February 13, the upper house of the U.S. Congress voted for a package bill, including more than USD 60 bln in support of Ukraine. Seventy senators, including 22 Republicans, voted for the allocation of assistance to Ukraine.
- The decision of the Senate is an important step towards the final adoption of American assistance to Ukraine.
- The congressional debate leading up to the vote has been ongoing since October 2023. Every day of delaying costs Ukraine dearly.
- We expect that the bill will also be supported by the House of Representatives. After all, the adoption of assistance for Ukraine is in the national interests of the United States.
MILITARY COMMAND VISION
Oleksandr Syrskyi, the new Commander-in-Chief of the Armed Forces of Ukraine, gave his first interview.
- Ukraine must end the war by reaching its internationally recognized borders, no compromises are considered in this matter.
- The Chief appreciates the personnel. Ukraine protects the lives of its defenders and will not allow throwing people into “cannon fodder assaults,” as Russia does.
- Enemy losses at the front are 7–8 times higher than Ukrainian losses.
- The Russian-Ukrainian war is a confrontation not only between people, but also between economies. That's why partner support is so important.
- The role of the latest technologies in the war is constantly growing, primarily unmanned systems, remotely controlled modules. The war is effectively entering a new stage.
USE OF STARLINK BY OCCUPIERS
The Main Directorate of Intelligence records the use of Starlink terminals by enemy troops.
- Starlink satellite communication plays an important role for the Ukrainian Defence Forces, providing a technological advantage over the enemy.
- Officially, Elon Musk's company SpaceX does not work with Russia. Musk claims that he has not sold any Starlink terminals.
- There have been numerous cases of the Russians using Starlink along the front line. There are even confirmed facts of damage to the modules.
- According to preliminary information, the aggressor state illegally purchases communications equipment, including Starlink satellite Internet terminals, in Arab countries.
- Russia is not only a terrorist state, but also a smuggler state. Therefore, the increase in the sanctions pressure on the so-called “parallel imports” of Russia is crucial.
