The educational institution in Kharkiv, which was attacked by Russia on 23 June, was operating in violation of the law.

This was reported by the Kharkiv City Council in Telegram, Ukrinform reports.

"The private educational institution, which was damaged by shelling in the Shevchenkivskyi district today, 23 June, was operating in violation of current legislation," the post reads.

According to Mayor Igor Terekhov, the city authorities have repeatedly appealed to the relevant authorities to resolve this issue.

"Both a school and a kindergarten were operating in this facility. There were several warnings. We appealed to the regional military administration because they have the appropriate leverage. But the institution continued to operate. Fortunately, there were no children there today because it was a day off," Terekhov said.

The mayor added that the offline educational process in municipal institutions is organised exclusively in certified shelters.

According to Ukrinform's own sources, one of the wounded is a kitchen worker at a private school. She has light injuries.

As reported, on 23 June, around 15:00, Russia carried out air strikes in three districts of Kharkiv.

A private children's educational institution was hit in the Shevchenkivskyi district. In Kholodnohirsk district, the private sector and the power grid were hit, and in Kyiv district, the industrial area was hit.

An elderly man was killed and 11 people, including two children, were injured. The strikes brought the subway and ground transport to a standstill. About half of the city's consumers were left without electricity, and there is no water supply in some parts of the city.

At 18:00, Kharkivoblenergo announced the restoration of power supply. Subway trains started running again.
