Russian leader Vladimir Putin's terms for ending the war against Ukraine are tantamount to the nation’s surrender, indicating that Putin remains uninterested in good faith negotiations on any terms other than Russia's.

Analysts note that Putin is trying to promote the idea of ​​Ukraine’s full surrender as a reasonable precondition for peace negotiations. In particular, Russia is trying to undermine Ukraine's efforts aimed at obtaining international support for its own legitimate negotiating positions based on international law.

"Continued Russian efforts to claim that Ukraine is refusing ‘reasonable’ demands intend to cast Ukraine as the unreasonable actor, despite the fact that Ukraine's rightful borders have been recognized by international law since 1991," the report says.

ISW is convinced that Ukraine continues to demonstrate its readiness to negotiate with the Russian Federation on its own terms, and that Ukraine's demands for a peaceful settlement are in line with international law, in contrast to Moscow's reluctance to participate in talks that would lead to something other than the complete surrender of Ukraine.

ISW also continues to assess that Putin’s demands for Ukrainian capitulation would allow Russian forces and occupation administrations to continue their large-scale and deliberate ethnic cleansing campaigns in occupied Ukraine, and the complete reinstatement of Ukraine’s territory integrity is necessary to liberate the Ukrainian people from Russian occupation.

According to analysts, an acceptance of anything but Ukraine’s liberation of its people is an implicit endorsement of Russia's illegal occupation of over five million Ukrainians.

As reported, Russian leader Vladimir Putin's denial of any peace talks with Ukraine and any cease-fire agreement, except for Ukraine’s surrender, manifests his tactics of creeping occupation, the depletion of the Ukrainian Armed Forces and expectation of Western aid to dwindle.
