Ryazan declares state of emergency after strike on oil refinery and 'oil rain'

Following a nighttime drone attack in Ryazan that damaged one of Russia's largest oil refineries and caused an "oil rain" in the city, authorities declared a state of emergency on May 15.

According to Ukrinform, The Moscow Times stated this in an article.  

The decision was made by a regional commission headed by Governor Pavel Malkov. The emergency regime will remain in effect from May 15 until further notice.

Local authorities were instructed to carry out cleanup and recovery operations. Relevant agencies were ordered to allocate funds for emergency restoration work, provide compensation to victims, and organize psychological assistance.

During the night of May 15, drones attacked the Ryazan Oil Refinery. After the strike, thick black smoke rose above the facility, and residents complained about the smell of burning. In his Telegram channel, Governor Pavel Malkov also reported that debris from downed drones damaged two apartment buildings. In addition, three people were killed and twelve injured. In Ryazan's Oktyabrsky District, all schools and kindergartens were closed "for safety reasons," and all mass events in the city were canceled.

Soon afterward, local residents reported an "oil rain" — sticky black spots settled on cars, windows, and building facades. Similar fallout had previously occurred in Tuapse after strikes on the Tuapse oil refinery and in Perm following an attack on a Transneft station.

As Ukrinform previously reported, a group of drones carried out an attack on the oil refinery in Ryazan, Russia, during the night leading into Friday, May 15.
