Speaker Parubiy outlines main principles of Donbas bill

Chairman of the Verkhovna Rada Andriy Parubiy has said that the bill on the de-occupation of separate districts of Donetsk and Luhansk regions will make it possible to use all military divisions without restricting democratic procedures and will recognize the territories of these separate districts as occupied.
“First of all, we should create a legislative base that would allow the use of all military divisions without restricting democratic procedures," he said during a talk show on ICTV Channel, an Ukrinform correspondent reports.
According to Parubiy, the bill also envisages the creation of single operational headquarters, which should be managed not only by military units, security forces, security sector, but also by local civil and military administrations.
"And, of course, the recognition of the occupied territories as occupied territories," the speaker added.
At the same time, he stressed that this bill describes a compromise option and will unite those who support the martial law and those who oppose it.
