Security assistance to Ukraine: Council of EU increases EPF’s ceiling by €3.5B

The Council of the EU today adopted a decision increasing the overall financial ceiling of the European Peace Facility (EPF) by €3.5 billion, which will allow, in particular, to continue providing and boost security assistance to Ukraine.

The relevant decision was published on the website of the Council of the EU.

“Today’s decision will again ensure that we have the funding to continue delivering concrete military support to our partners’ armed forces. This is already the second increase of the European Peace Facility funding since its creation in 2021. In less than two years, the Facility has proven its worth. It has completely changed the way we support our partners on defence. It makes the EU and its partners stronger,” said Josep Borrell, EU High Representative for Foreign Affairs and Security Policy.

As noted, with today’s top-up, the overall financial ceiling now totals more than €12 billion (in current prices).

“This decision sends a clear political signal of the EU’s enduring commitment to military support for Ukraine and other partners alike,” reads the statement.

The European Peace Facility was established in March 2021 to finance all common foreign and security policy (CFSP) actions relating to military and defence matters.

Thanks to the capabilities of this intergovernmental Facility, the EU has provided Ukraine with seven security assistance packages totaling 3.6 billion euros. In addition, the EU allocated 1 billion euros for the supply of existing ammunition to Ukraine from the arsenals of EU Member States and another 1 billion euros for the collective order and acceleration of the production of artillery rounds at the European defense industry enterprises for their further transfer to Ukraine.

The EPF is also used to help other partner countries strengthen their resilience and stability, including Moldova, Georgia, Mozambique, Bosnia and Herzegovina, Somalia, Niger, Mauritania, Lebanon, and Jordan.

Since the start of the Russian full-scale aggression, the European Union has provided Ukraine with aid totaling about €70 billion, of which more than €10 billion is purely security assistance, including EU contributions and direct supplies of military equipment from member states.
