Ukraine’s energy chief to EU envoys: Russia seeks full blackout in Ukraine

As heat and hydropower generation suffered the greatest destruction due to renewed massive Russian attacks, Ukraine is preparing for a hard winter.

This was stated by the Minister of Energy, German Galushchenko, who spoke at a meeting with diplomats from EU member states at the IAEA, Ukrinform reports with reference to the Ministry of Energy.

"The greatest destruction was caused to thermal and hydro generation facilities, while transmission system facilities were also significantly damaged. The total losses in the power system amount up to 9 GW. The situation is currently much worse than in the 2022-2023 season. Restrictions have been imposed on electricity consumers across the country. We are preparing for a rather difficult situation this winter," Galushchenko said.

He noted that all nine power units at nuclear power plants are preparing for winter operation. At the same time, enemy attacks on electrical substations pose a threat to NPPs and, therefore, to nuclear and radiation safety.

"Therefore, an important task is to protect nuclear energy, avoid blackouts at nuclear power plants. and ensure nuclear and radiation safety in Ukraine, on which global nuclear safety also depends," the minister emphasized.

The meeting separately focused on the situation at the Russian-occupied Zaporizhzhia nuclear power plant and the possible risks of another power outage at the facility. The participants stressed an important role of the IAEA's monitors to ensure observance of nuclear and radiation safety. The relevant missions are deployed not only at the ZNPP, but also at other Ukrainian nuclear power plants.

As reported, the government of Ukraine plans to remove bureaucratic barriers for importing power generators, solar panels, inverters, and other power generation equipment into Ukraine.
