Parliament endorses law on European requirements for Ukrainian transport companies

The Verkhovna Rada of Ukraine has endorsed as a whole draft bill No. 4560, allowing for the Ukrainian road transport services market to be adapted to EU standards.

The relevant statement was made by the Ukrainian Communities and Territories Development Ministry, an Ukrinform correspondent reports.

“Draft bill No. 4560 is key to the integration of Ukrainian carriers into the European transport space. First of all, it is aimed at strengthening the competitiveness of Ukrainian carriers in the EU services market. In addition, the approved norms allow for the level and quality of transport services to be increased, and the digitalization of services for carriers to be ensured,” Ukrainian Deputy Prime Minister for Restoration, Communities and Territories Development Minister Oleksii Kuleba stressed.

A total of 267 Members of Parliament voted in favor of such decision.

The main changes will concern the rules for licensing Ukrainian carriers.

In particular, the document introduces a mechanism of ‘good standing’ for companies providing road transport services. Hence, to obtain a license and start operations, it will be necessary to have no charges of serious criminal offenses or no sanctions imposed, namely for serious violations of legislation related to road transport services.

Additionally, transport companies must have an adequate financial standing confirmed by a bank guarantee or insurance, as well as proper professional competence of managers.

The above requirements will apply to carriers performing the international transportation of goods and passengers, or the domestic transportation of passengers or dangerous goods.

According to the draft bill, all information about the carrier will be accumulated through the Unified Complex of Road Transport Safety Information Systems (UCIS).

The new rules will come into effect one year after the law is published. Therefore, transport companies will need to confirm the updated license terms as the document comes into effect.
