Razumkov signs law on preventing anti-Semitism in Ukraine

Verkhovna Rada Chairman Dmytro Razumkov has signed Law No. 5109 "On Preventing and Combating Anti-Semitism in Ukraine" and sent it to President Volodymyr Zelensky for signature, according to the parliament's website.

The law states that anti-Semitism is a certain perception of Jews, which is expressed as hatred of Jews. In particular, rhetorical and physical manifestations of anti-Semitism are directed at Jews or non-Jews and/or their property, institutions, religious places of the Jewish community.

The law stipulates that major manifestations of anti-Semitism are denials of the right to self-identification of persons of Jewish origin; calling for, concealing or justifying the killing or harm of persons of Jewish origin; expressing false information, making hateful and insulting statements about persons of Jewish origin; public statements relating to the condemnation of persons of Jewish origin as being collectively responsible for actual or alleged offenses committed by one person or a group of persons, regardless of ethnic origin or religion; denial of the persecution and mass extermination of Jews during World War II (Holocaust); production, distribution of any materials containing anti-Semitic statements, as well as public use of materials, symbols and images of anti-Semitic content; intentional damage to or destruction of buildings, other structures belonging to persons of Jewish origin, Jewish communities and public Jewish organizations, as well as religious or cult buildings (houses) on the grounds of anti-Semitism; intentional damage to, destruction or desecration of burial places of persons of Jewish origin, monuments, memorials dedicated to persons of Jewish origin, on the grounds of anti-Semitism; intolerance of persons of non-Jewish origin who have been identified as persons of Jewish origin; calls for anti-Semitism.

In addition, the law stipulates that anti-Semitism and its manifestations are prohibited in Ukraine. Persons guilty of violating the requirements of this law shall bear civil, administrative and criminal liability in accordance with the law. At the same time, a person who suffered as a result of anti-Semitism and its manifestations has the right to compensation for material damage and moral damage.

This law enters into force on the day following the day of its publication.

On September 22, the Verkhovna Rada passed a law on preventing and combating anti-Semitism in Ukraine.
