Government endorses Reform Matrix, recommendations from partners included
The relevant statement was made by Ukrainian Prime Minister Denys Shmyhal at a meeting of the Ukrainian government, an Ukrinform correspondent reports.
“Today we are adopting an important and unique decision to change our country. We are officially approving the Reform Matrix and the procedure for monitoring the implementation of the recommendations and conditions provided by our international partners,” Shmyhal noted.
In his words, the Matrix is a huge plan of changes that systematizes reforms and includes officially approved recommendations and documents of the European Commission, IMF structural beacons, the Ukraine Facility Plan, and the World Bank conditions.
According to the Prime Minister, it is called the Reform Matrix, because there is a clear prioritization, sequencing and assessment of the impact of each reform on Ukraine’s economic growth and recovery.
Shmyhal mentioned that the Reform Matrix had been developed with the support of the World Bank, and the projected reforms had been analyzed according to the methodology of the Harvard University Growth Centre.
“More than 200 reforms are planned for 2024. About 400 indicators for their implementation have been developed,” Shmyhal added.
The Prime Minister also explained the priorities. Firstly, macroeconomic policies as the basis for economic recovery and financial stability.
Secondly, institutional changes. This refers to anti-corruption policy, law enforcement reform, and increasing the capacity of Ukraine’s state and regional institutions.
Thirdly, structural reforms i.e. policies related to human capital, trade facilitation measures, and improving the business environment, and reforms in the key sectors of Ukraine’s economy.
Today, the Government is also launching a special web portal that contains all the indicators, the content of the reforms, and the schedule for their implementation.
“The Reform Matrix is a unique tool for our country. Everyone can see in real time that Ukraine is undergoing transformation,” Shmyhal stressed.
A reminder that Ukrainian Prime Minister Denys Shmyhal stated earlier that, together with international partners, the Ukrainian government was working on the Reform Matrix, i.e. comprehensive analytical data on all the reform commitments Ukraine had undertaken.
