As America votes, Ukraine’s path forward comes into focus

It’s crucial for Ukrainians to recognize that the U.S. system is designed to ensure continuity, stability, and a principled approach to international commitments—even as new leaders take the helm.

Today, Americans cast their ballots to decide who will lead the United States. Here in Ukraine, we watch this election with a unique mix of concern and hope, knowing that the U.S. President can play a decisive role in supporting our efforts to secure Ukraine’s future. Yet, for all the anxiety surrounding this election, it’s crucial for Ukrainians to recognize that the U.S. system is designed to ensure continuity, stability, and a principled approach to international commitments—even as new leaders take the helm.

Secretary of State, Secretary of Defense, National Security Advisor, and Director of the CIA will be critical in determining the nature and scale of U.S. support for Ukraine

Amid campaign promises and political speeches, it’s easy to feel uncertain. However, Ukraine’s supporters should remember that enduring American support is not built on the words of a single leader but on decades of cooperation, bipartisan support, and a shared belief in democracy. Regardless of who wins the U.S. presidency, Ukraine can expect continuity in the relationship, particularly because of the established framework of roles in the U.S. government that shape American foreign policy. In fact, four key positions—Secretary of State, Secretary of Defense, National Security Advisor, and Director of the CIA—will be critical in determining the nature and scale of U.S. support for Ukraine.

The Four Roles That Matter Most

While U.S. presidents are responsible for high-level decision-making, much of the day-to-day support Ukraine relies on is overseen by appointed experts who lead major institutions within the U.S. government. The Secretary of State and Secretary of Defense, for instance, directly influence foreign policy and military support, respectively. These roles are held by seasoned diplomats and military leaders whose work is guided by experience, institutional knowledge, and a deep understanding of America’s long-term interests in Europe.

Similarly, the National Security Advisor and the CIA Director provide crucial advice and intelligence that inform the U.S. response to Ukraine’s needs and challenges. These advisors are tasked with ensuring that decisions are grounded in reality, backed by intelligence, and consistent with the larger U.S. strategy. Together, these four leaders will likely remain stable, principled advocates for Ukraine, regardless of party shifts or political dynamics. Their influence—grounded in their commitment to national and international security—ensures that American support for Ukraine will continue to be thoughtful and substantial.

Campaign Rhetoric vs. Real Policy Shifts

Major foreign policy shifts require consensus among multiple U.S. institutions, including Congress, which has shown broad, bipartisan support for Ukraine

Elections inevitably bring bold promises and stark warnings. But it’s essential for Ukrainians to distinguish between campaign rhetoric and policy reality. Major foreign policy shifts require consensus among multiple U.S. institutions, including Congress, which has shown broad, bipartisan support for Ukraine. The $100 billion in aid to Ukraine is a testament to the deep commitment within the U.S. government to our shared goals, even amid internal U.S. political changes. With around 80% of U.S. lawmakers supporting this aid, the foundation of Ukraine-U.S. relations remains strong.

When watching the post-election period, look for appointments to key national security roles, as these will provide clearer signals than campaign speeches. These appointments will offer insight into how the incoming administration plans to manage existing commitments and address any new challenges.

Productive Actions for Moving Forward

Rather than focusing on rhetoric or speculation, Ukrainians have an opportunity to evaluate changes in a way that affirms Ukraine’s dignity and agency. By closely following the roles and actions of these four key leaders, Ukrainian citizens and officials can be proactive, anticipating areas where diplomatic engagement might be most effective. Engaging with U.S. counterparts and allies in Europe to strengthen cooperation, regardless of shifting American politics, reinforces Ukraine’s position as a resilient, dignified partner.

The vast and long-standing network of support from the U.S. government and people has proven resilient against changes in leadership

Supporting Ukraine is not merely an issue of partisan politics in the U.S.; it is a matter of shared values and a commitment to peace and democracy. The vast and long-standing network of support from the U.S. government and people has proven resilient against changes in leadership, and it remains a steadfast source of stability in an often volatile world.

As America’s election day unfolds, let’s look ahead with confidence and purpose. This is a moment not only for reflection but for action—to affirm our resilience, stand firm in our partnerships, and continue advancing Ukraine’s sovereignty and democratic future alongside allies around the world.
