Lawmakers may close public access to data on Ukraine’s defense companies
Following the meeting, the Committee recommended that the Verkhovna Rada adopt draft law No. 11533 as a basis, MP Ihor Fris, who co-authored the bill, told Ukrinform.
The lawmaker emphasized that a working group had been created within the Committee, which included representatives from the Ministry of Justice, State Judicial Administration, Prosecutor General's Office, State Service for Special Communications, Security Service of Ukraine, as well as various associations of defense companies.
“The draft was developed based on the decisions of the working group, which advocated the closure of particularly sensitive data on the country's defense enterprises. We are talking about (restriction of access to data - ed.) in the State Land Cadastre (SLC), Register of Property Rights to Real Estate, Register of Legal Entities and Individual Entrepreneurs, Register of Inventions and Patents, and others,” said Fris.
The People's Deputy emphasized that today the enemy can obtain any information about defense enterprises by sifting through data from the State Register of Legal Entities and the Unified Register of Court Decisions.
"Today, information about the country's citizens, their property, and defense enterprises is publicly available. This includes both real estate objects, which are very easily traced as to them being defense enterprises, and registration numbers of land plots on which production enterprises are located. The enemy can even trace any person. And there have been cases where our military were located by enemy assets through data from state registers. This cannot be happening amid war," Fris added.
He also emphasized that various additional services that have signed agreements with registry holders are now making data from them as public as possible.
"Although the names in the register of court decisions are indicated as "PERSON1" and "PERSON2", the cadastral numbers and the essence of cases can still be easily traced. The enemy does not need to make any significant efforts to trace enterprises and cause them harm. The draft law was conceived precisely to prevent this from happening," the deputy added.
According to the MP, the bill was registered in the Verkhovna Rada in late May 2024.
The parliamentarian emphasized that the Verkhovna Rada now has enough votes to pass this legislation.
As Ukrinform reported earlier, the Committee on Legal Policy recommends that the Verkhovna Rada adopt the draft law on preventing the disclosure of certain data from the texts of court judgments.
