Ukraine to establish national cyberattack response system

The Verkhovna Rada has passed a law aimed at strengthening cybersecurity and protecting state information resources and critical infrastructure from cyber threats.

Oleksandr Fediienko, a member of the Parliamentary Committee on National Security, Defense, and Intelligence, announced this on Telegram, Ukrinform reports.

"Today marks a historic event. Parliament has passed draft law No. 11290 in the second reading," Fediienko wrote.

According to him, 240 lawmakers voted in favor of the legislation.

The law enhances Ukraine's national cybersecurity system, expands the powers of specialized agencies, incorporates private-sector experts, and establishes a comprehensive cyberattack response system aligned with European cybersecurity standards.

Key provisions include the creation of a professional cybersecurity network across all government institutions that handle sensitive citizen data, the development and maintenance of a national cyber incident response system, covering cyberattacks and cyber threats targeting state information resources, electronic communication networks, and critical infrastructure.

The State Special Communications Service will oversee the system's operations.

The national cyberattack response system will include CERT-UA (Ukraine's Computer Emergency Response Team), as well as sectoral and regional cybersecurity response teams established by government bodies and local authorities.

The law also foresees the standardization of cryptographic protection, cybersecurity protocols, and counterintelligence measures against cyber threats, as well as the implementation of a cybersecurity assessment system to monitor and improve national cyber defense.

On January 8, the Verkhovna Rada adopted the bill in its first reading, titled "On the Introduction of Amendments to Certain Laws of Ukraine on the Protection of Information and Cybersecurity of State Information Resources and Critical Infrastructure" (No. 11290).
