On 23 June, Russia used a modified KAB-250 to strike Kharkiv for the first time.

The head of the Kharkiv regional military administration, Oleh Syniehubov, said this in a Telegram message, Ukrinform reports.

"We had the first strike on the city of Kharkiv on Sunday on the territory of a private school. It was a KAB-250 (guided aerial bombs). The munition was with wings and a GPS module. The enemy does not stop, but constantly tests modified ammunition, using Kharkiv as a springboard for its training," said Syniehubov.

According to him, the UMPB 30-D aviation munition costs about USD 100,000 or slightly more after modification, so Russia saves missiles that cost much more.

"For comparison, it is becoming more and more expensive and difficult for the enemy to use missile systems, such as Kalibr, which cost about USD 10 million. Similarly, the S-400 is about USD 2 million, and if we take the S-300, one missile costs up to USD 500,000. The enemy is trying to adapt and use all its junk in warehouses against our civilian population," says Syniehubov.
