Russian agent detained in Kharkiv after preparing 12 kg of explosives for terror attacks

Ukraine’s counterintelligence service has detained a Russian Federal Security Service (FSB) agent who produced 12 kilograms of explosives intended for terrorist attacks in Kharkiv.

According to Ukrinform, this was reported by the Security Service of Ukraine (SBU).

The investigation found that the suspect received instructions from Russia on how to manufacture two improvised explosive devices (IEDs). The bombs were to be made using 12 kilograms of explosive material that he was instructed to produce himself and equip with mobile phones for remote detonation.

The finished devices were allegedly intended to be planted in central Kharkiv, after which the agent was to report back to his FSB handler.

Russian operatives also reportedly planned to detonate the devices during peak hours, when large numbers of civilians would be present on the streets of the city.

SBU officers disrupted the plot in advance and detained the agent in June 2026 in a rented apartment while he was on a video call with a Russian intelligence officer instructing him on bomb-making.

According to case materials, the suspect was an unemployed resident of the Kirovohrad region who came to the attention of Russian intelligence after searching Telegram channels for quick-money job offers.

After recruitment, Russian operatives sent him to Kharkiv, where he rented accommodation and purchased components for assembling the explosives.

During searches, officers seized more than 12 kilograms of explosive materials, additional components for IEDs, and mobile phones used to maintain covert contact with the FSB.

Investigators have charged the suspect under Part 1 of Article 14 and Part 2 of Article 258 of the Criminal Code of Ukraine (preparation of a terrorist act by prior conspiracy).

Following forensic examinations initiated by the SBU, additional charges are expected for illegal manufacture and handling of explosive substances.

The suspect is in custody without the right to bail. He faces up to 12 years in prison with confiscation of property.

As previously reported, Ukrainian courts sentenced two Russian agents to 12 years in prison with confiscation for committing arson attacks in western Ukraine.
