Ukraine cancels duties and VAT on imports of energy equipment

On 27 July, laws simplifying the import of certain categories of goods, including energy equipment and electronic warfare equipment, came into force in Ukraine.

"From 00:00 hrs. On 27 July, Laws of Ukraine No. 3853-IX and No. 3854-IX of 16.07.2024 come into force, which provide for the application of exemption from customs duties on the import of certain types of goods. In particular, the laws provide for the possibility of applying exemption from customs duties and VAT on the import of energy equipment into Ukraine: power generating equipment; equipment for wind and solar generation; batteries (except for low-power batteries)," the statement said.

In addition, the list of goods exempted from customs duties on imports includes equipment for the manufacture of technical intelligence countermeasures and/or repair of mechanised demining machines.

The exemptions also apply to important defence equipment such as electronic warfare equipment. Not only anti-drone guns, but also other "electronic means of detecting and countering unmanned aerial vehicles" will be imported into Ukraine for defence purposes without paying customs duties, the State Customs Service notes.

At the same time, the law provides for the preferential import of components for the organisation of own production and repair of mechanised demining machines, as well as for the manufacture of active means of countering technical intelligence by Ukrainian enterprises.

The legislative amendments also provide for preferential imports of a wide range of goods to ensure energy security, including turbines, motors, transformers, batteries and other components. This applies to both commercial imports and goods shipped in international postal and express shipments.

"We would also like to draw your attention to the fact that the adopted legislative changes provide for preferential imports to Ukraine of such important goods as power generators, inverters, lithium-ion batteries and charging stations based on them, as well as solar panels for repair and/or replacement of damage and expansion of the capacity of existing solar power plants," the State Customs Service said.

As reported, on 16 July, the Verkhovna Rada adopted draft laws No. 11258 and No. 11259, which exempt from tax and customs duties the import of components for demining machines and the import of energy equipment.
