IAEA Board of Governors condemns attacks on Ukraine's energy infrastructure, makes no mention of Russia

The 35-nation IAEA Board of Governors adopted a resolution on Thursday condemning attacks on Ukraine's energy infrastructure but stopped short of calling out Russia as the perpetrator of the attacks.

That’s according to Reuters, Ukrinform reports.

At a closed-door meeting in Vienna, the diplomats said that 22 countries voted in favor of the resolution, 10 abstained, and two (Russia and China) voted against it. Unlike previous resolutions by the Board of Governors on Ukraine, adopted after Russia's full-scale invasion, the latest resolution does not directly mention Russia.

“The Board of Governors ... emphasizes that attacks targeting Ukraine’s energy infrastructure critical for the off-site power supply of nuclear power plants represent a direct threat to nuclear safety and security,” the resolution said.

The previous Board resolution on Ukraine was adopted in July, condemning a strike on the Okhmatdyt Children’s Hospital in Kyiv and holding Russia responsible.

Shortly after the Russian attacks last month, Vladimir Putin said this was Moscow’s response to Ukrainian strikes on Russian soil using U.S.-supplied ATACMS rockets.

As Ukrinform reported earlier, Ukraine on Thursday called an emergency meeting of the IAEA Board of Governors to discuss the wave of Russian attacks on Ukraine’s energy infrastructure on November 28 that caused deep power cuts across the country. Drone and missile attacks targeted electrical substations used by three Ukrainian nuclear power plants to generate and transmit electricity, which is critical to safety because the energy is needed to cool nuclear fuel and avoid a potential disaster.

Ukrainian Energy Minister German Galushchenko called on IAEA member states to increase pressure on Russia to stop these aggressor’s attacks on infrastructure critical to nuclear safety.
